vs cygwin...

Lower training requirement and better MFR support than trying to get WINE or LUK up and running.

Running *NIX + WIN* on the same system and ideally in the same name/filespace.

MFR = Manufacturer. When things break, you have to prove it's not software before HW will be replaced.

LUK = Linux Unified Kernel. It's opposite of Interix in that it's WIN32 kernel integration into Linux. There's heavy borrowing from WINE and other similar tools and it's still not super baked. Plus, the dev is all Chinese which makes set-up of the pre-alpha code a little more difficult.
