If the rental were for personal use, then you also would have to add personal and employer income tax.

In a 2007 study, Travelocity found that major American airports tacked on an average of 28.04 percent to your total bill (up from 25.8 percent in 2005) in local and state taxes. I disagree with lumping the fees in with taxes. It's my understanding that fees don't represent money collected by governments. Take the county license fee for instance. According the the article, car companies can charge their customers up to 3%, supposedly to offset the cost of what the company pays the county to license the car. I seriously doubt the cost of licensing the car is anywhere near what they charge, but the company will always charge you the maximum fee they can. It's just a way they can legally misrepresent the price they charge.

Most businesses would consider the taxes and fees they pay to be part of the cost of doing business, and they'd factor it into their prices, but certain kinds businesses, like utility companies and car rental companies, have these special laws that allow them to quote a price that's much lower than what you actually pay.

When the revolution comes, the advertised price will include all taxes and fees, including sales tax!
