These are non-newtonian fluids applied to fabrics. They're also called "Shear Thickening Fluid Fabrics". They range from neoprene to kevlar, and are soft and pliable until impact. A sharp force causes the STF molecules to interlock, and they effectively become a hard sheet. Force is transmitted laterally.

For Kevlar, this improves thin-blade penetration resistance by reducing fibre slippage. It also reduces bruising and broken bones from impact.

The Army is looking at this tech for the non-plated areas to reduce shrapnel damage, but but still maintain enough weight budget to wear plated armor for rifle round protection.
