Introduced in the House on July 15, 2010-- To require all persons in the United States between the ages of 18 and 42 to perform national service, either as a member of the uniformed services or in civilian service in furtherance of the national defense and homeland security, to authorize the induction of persons into the uniformed services during wartime to meet end-strength requirements of the uniformed services, and for other purposes.

I'm generally Displeased. It looks to me like it's effectively enabling the draft, and working around conscientious objection.

Worry and discontent

Ah, that makes more sense:
Observers largely believe that Rangel, knowing beforehand that the bill would never be passed by the House, introduced it only to make a point. Rangel himself argued that the point of his bill was to express his opposition to the war in Iraq. In an editorial in The New York Times, Rangel said âœif those calling for war knew that their children were likely to be required to serveâ”and to be placed in harmâ™s wayâ”there would be more caution and a greater willingness to work with the international community in dealing with Iraq.â
